Phishing Apps on Android Market?

Watch the Android Market for new mobile banking applications that pop up (and eventually get knocked down).  Some of those aren’t really from the bank they advertise.  You can tell they are phishy by the email address assigned to them.  Is lack of Google governance allowing Android consumers to be phished?
